老师您好,我想借着这道题问一下gmat思路,这道题我把全部的选项都排除了,E选项,原文的意思几乎一样,但是E选项是are not governed,但是文中最后一段的是heavily depend on,所以我认为这样子也无法证明他没有被governed吧。
