To reduce waste of raw materials, the government of Sperland is considering requiring household appliances to be broken down for salvage when discarded. To cover the cost of salvage, the government is planning to charge a fee, which would be imposed when the appliance is first sold. Imposing the fee at the time of salvage would reduce waste more effectively, however, because consumers tend to keep old appliances longer if they are faced with a fee for discarding them.

City council member: Demand for electricity has been increasing by 1.5 percent a year, and there simply is no more space to build additional power plants to meet future demand increases. Fast-food restaurants make up 45 percent of all restaurants in Canatria. Customers at these restaurants tend to be young; in fact, studies have shown that the older people get, the less likely they are to eat in fast-food restaurants. Since the average age of the Canatrian population is gradually rising and will continue to do so, the number of fast-food restaurants is likely to decrease.

Which of the following, if true, most seriously weakens the argument?

Especially in the early years, new entrepreneurs may need to find resourceful ways, like renting temporary office space or using answering services, that make their company seem large and more firmly established than they may actually be.
在除开to和so that强调程度的差异外,我觉着后面未划线部分的‘they may actually be’中的they指代会让我更倾向于D。因为这里的they明显是指代companies与D的‘so that the companies’对应;但是如果选B‘to make their companies’,句子里就出现了两个THEY的指代,正确语义可以说是their指entrpreneurs,后面的they指companies,但是保不齐这两个they的指代会产生歧义,变成都指代entrepreurs,这样语义就不对了。就是说,这个指代的问题让我觉得比强调目的程度来说更严重点。不知道我这样表达老师能不能理解我的问题,想要tina老师帮我解答一下(*^▽^*)
